Its prolly just seized up. Try letting it soak for a couple hours with penatrating oil or something.

Yep, my f150 was a total B**ch to do... Several days of pb blaster and some brass punch with assistance of mister 4lb hammer just so slightly assisting, was able to get it to move enough to set timing.. Never did get the damn thing to totally loosen up... I think if you can bump it clockwise just enough to solve your problem, it may be all you can get...Also, try using the pb after you run it for awhile... Good luck and be patient...

There are a lot of things that will affect what initial timing you can go with. First will be your cam and compression. Also if you have aluminum heads you can run more advanced timing.
Other things that will affect timing is how much wear your engine has. Worn or weak (low tension) compression rings will reduce compression and will enable the advancing of timing as compression is reduced. Carbon build-up on the piston or combustion chambers can cause hotspots that can cause detonation and timing would need to be retarded. Fuel quality is another one, as well as the octane rating that you normally run in your engine.
The "Advance until it complains" rule is a common one. If you get good performance, satisfactory idle, and can burn a mixture well enough then it is good. If you want to see how far you can go you may sacrifice some idle quality. At the first sign of trouble (stumbling, knocks or pings) back it off.
